Car Licence Ireland: start from theory and reach the full licence
For a first category B car licence, follow the stages in order: driver theory test, learner permit, Essential Driver Training, driving-test eligibility and the practical test, then apply for the full licence.Checked against current official Irish information: 9 September 20261. The first-time category B learner route starts with the car/work-vehicle/land-tractor theory test. The theory test checks Rules of the Road, risk perception, hazard awareness, eco-driving and safe driving behaviour.
2. Apply for the learner permit
Apply through NDLS after passing the relevant theory test. RSA currently requires the theory-test certificate to be used for the learner-permit application within two years.
3. Complete Essential Driver Training
First-time car learner drivers complete EDT with an Approved Driving Instructor. Keep your training record current before expecting to become eligible for the practical test.
4. Meet driving-test eligibility
RSA states that a first-time learner-permit holder must normally hold the permit for six months and complete the required training before taking the practical driving test. Check MyRoadSafety for your current eligibility status.
5. Prepare the car, insurance and documents
The practical test is not only about driving skill. The vehicle must meet current test requirements and you must bring the required permit and insurance evidence. From 9 March 2026, RSA requires a valid motor-insurance certificate showing cover for the vehicle presented for test.
6. Pass the practical test and apply for the full licence
After passing, complete the NDLS process to add the full category B entitlement to your driving licence. Continue to follow any novice-driver rules that apply after qualification.
